SlrSinexDataHandling2Files
Converts SLR range and time bias from ILRS_Data_Handling_File_xxxx.xx.xx.snx provided at
https://cddis.nasa.gov/archive/slr/products/resource/. The range and time bias values can be used in
parametrization:rangeBiasXxxApriori
in SlrProcessing.
